Already for 12 years the Luxemburg Road Victim Association AVR is remembering road crash victims every
third Sunday in November.

What has started as a humble ceremony set up by some member associations of FEVR has now become
a worldwide event.

Martine PETERS the founder and first president of the Luxemburg association said on November 18^th:
AVR has really grown since 1992. It is a now an important institution in Luxemburg which you cannot
imagine not to be there, both on assistance and help for victims and their families and also on collaborating
on getting the statistics of road crashes further down.

This year, Remembrance Day was commemorated in Junglinster, a small town in the middle of the Grand-Duchy

At 10 o’clock there was a service in the church of Junglinster. In church filled with dignitaries and victims,
Vicar Erasmy spoke about the problems victims have after such a sudden event and asked to pray for them.
The vice-president of AVR, Nico Welter gave a testimony of how someone feels after loosing a child.

Then the national road victim association went with their guests and members by bus for a remembrance
ceremony nearby in a place where it is planned to plant 1000 trees : ”the wood of remembrance” a symbol
of the 1000 victims who died since the association was created. This was in 1992 by Martine PETERS together with Marcel HAEGI, founder and late FEVR president.

Every year, there are in Luxemburg 36-56 people who die in road crashes and several hundred who get injured.
There are about 8000 crashes per year.

Programme of the Ceremony:

1) Welcome by AVR president Jeannot MERSCH

The AVR president Jeannot MERSCH welcomed the guests, the minister of Transport Lucien LUX and minister of public works Claude WISELER, the mayor of Junglinster Françoise HETTO with her councillors, the mayors of the neighbouring towns, members of Parliament and other personalities.

In his speech he remembered that the government had signed with all the ministers the “National Road Safety Charter” during last April’s United Nations Road Safety Week.

But now effective action should follow these signatures.

He remembered also that Luxemburg has got the first place in ETSC’s Pin Ranking in Brussels this year, concerning the reduction by 48% of the number of people who died on the roads between 2002-2006.

Let’s go on to reduce further death and injuries on the national roads.

The president closed with the wish that it could be possible to work strongly on road danger reduction for the next 15 years approaching thus the Zero Vision. So for their 30^th anniversary it might be that the association could announce in the year 2022: “In Luxemburg there maybe still some minor collisions, but none with severe injuries and death so that our association could eventually cancel this annual remembrance day on the third Sunday in November.”

2) Françoise HETTO, mayor of Junglinster

The mayor of Junglinster Françoise HETTO thanked the Association for choosing her town for this year remembrance day and presented the project of the victim wood, which they agreed to realize together with AVR. The trees growing year by year should give hope and force to the victims. She said also that everybody should be grateful to the association which does such good work by assisting and helping road crash victims.

3) Planting of the first tree, a walnut-tree, symbol of strength and protection dedicated to the injured victims was planted by the two ministers together with AVR president and the mayor of Junglinster.

4 ) Minister speeches

Minister of Public Works Claude WISELER said that he wished to be present to show his solidarity with victims and their families and will in future work closer together with the association on infrastructure safety on Luxemburg streets.

For every new road project a safety audit will be done as well as for the two dangerous existing roads N7 and N11.

Minister of Transport Lucien LUX thanked the association for holding this day and so besides remembering the victims is also working on better road safety. He will in two days present the statistics of the first semester 2007 which show the reality, which means that still many efforts are needed for lowering the number of victims. He spoke also about the new law where the BAC limit was lowered to 0,5 on 1^st of October and that this was necessary and in no way an action against drivers, as some people are claiming.

5) Laying down of flowers in front of the tree

Then Martine PETERS, the founder and honourary president of AVR laid down flowers together with Nico WELTER, AVR vice-president and Paul HENDEL an injured victim and also a founding and current board member, while Jean-Marie THEIN, a trombone player, played the Victim Hymn: “Missing” written by Jeannot Mersch dedicated to all the victims.

Finally Priest Erasmy blessed the place and spoke a prayer that a protestant priest had said two weeks ago during the remembrance ceremony of the Fokker crash nearby where 20 people died 5 years ago.

Then the people, official guests and victims with their families went to the town hall nearby in Beidweiler where the municipality had invited to a “glass of friendship” to close the event in a convivial way.

Gedanken zum 15. jährigen Bestehen der AVR

und Zukunftswünsche zur eventuellen Abschaffung des „Internationalen Gedenktages für Verkehrsopfer“ in 15 Jahren.

Am nächsten Sonntag, 18 November ist wie jedes Jahr am dritten Sonntag im November wieder der Internationale Gedenktag für die Opfer von Verkehrsunfällen.

Hierzulande wird dieser Gedenktag von unserer Vereinigung der Verkehrsunfallopfer AVR, zum 12. Mal organisiert. Der Gedenktag fällt zusammen mit dem 15 jährigen Bestehenden der Vereinigung AVR, die 1992 von betroffenen Unfallopfern gegründet wurde.

Doch es kann keine Feierstimmung aufkommen, wenn man die Zahlen der Opfer auf Luxemburger Strassen betrachtet, die es seit der Gründung der AVR zu beklagen gibt:

etwa 1000 Tote in 15 Jahren:

das entspricht der kompletten Ausradierung eines gesamten Dorfes wie Heffingen!

Mehr als 10 000 Verletzte.

Das sind Tausende von betroffenen Familien. Freunden und Bekannten, Rettungsdienste, Polizei und Krankenhauspersonal sind betroffen: ist das mehr als ein Viertel der gesamten Bevölkerung unseres Großherzogtums.

An all diese Menschen wollen wir am kommenden Sonntag, 18. November denken: Tote und Verletzte im Straßenverkehr werden als individuelle Tragödien angesehen, Tragödien die sich an verschiedenen Orten und zu verschiedenen Zeiten abspielen. Durch den Welttag der Verkehrsopfer und die geplanten Gedenkzeremonien werden diese Einzelschicksale kollektiv dargestellt, um dem Ausmaß dieses Desasters gerecht zu werden.

„Statistiken sind Zahlen von denen die Tränen abgewischt wurden.“ Die vielen Tränen all dieser Opfer könnten Fässer füllen.

Wir wollen nicht nur zurückblicken und trauern, sondern unsere Blicke auch nach vorne richten.

Einen Wunsch, ja eine Vision hätte der Schreiber dieser Zeilen für die nächsten 15 Jahre:

am dritten Sonntag im November 2022 , zum Gedenktag für Verkehrsunfallopfer und zum 30 jährigen Bestehen unserer Vereinigung gäbe es keine Schwerverletzten und Toten mehr auf Luxemburger Strassen und somit könnte eventuell den Gedenktag in den kommenden Jahren abschaffen werden.

Diese Vision ist keine Utopie: Verkehrsunfälle sind genauso wie Crashs im Flugverkehr oder Kollisionen im Schienenverkehr vorhersehbar, also auch fast alle vermeidbar.

Es handelt sich im Grunde genommen nicht um Unfälle ( Unfall bedeutet ja etwas was man nicht vermeiden konnte ) sondern um Kollisionen die durch ein nicht optimales Funktionieren

des Systems Mensch-Verkehrsmittel und Verkehrsinfrastrukturen hervorgerufen werden. Heute weiß man wie schwere Kollisionen auf Dauer verhindert werden können oder/und wie die schweren Verletzungen gemindert werden können.

Luxemburg hat den 1. Platz beim PIN Ranking in Brüssel (Reduzierung der tödlichen Unfälle 2001-2006) bei der ETSC erreicht. Also weiter so. (Quelle (1))

Ich werde jetzt nicht auf die Einzelheiten einer nachhaltigen Verkehrssicherheit und einer systemischen Annäherung an die Unsicherheit auf unseren Strassen eingehen. Hier verweise ich auf ein Werk das ich am 5. Februar im nächsten Jahr vorstellen werde mit 15 Maßnahmen zur weiteren Reduzierung von Tod und schweren Verletzungen im Straßenverkehr in Luxemburg.

Das Recht auf Sicherheit im Straßenverkehr, vor allem für Kinder oder ältere Verkehrsteilnehmer ist schließlich auch ein Menschenrecht.

Um aus dieser Vision aber bis zum Jahre 2022 eine Realität zu machen, brauchen wir die Mitarbeit aller, eine geteilte Verantwortung, auf vertikaler und horizontaler Ebene: Von der großherzoglichen Familie, dem Premier Minister, die Zusammenarbeit der verschiedenen Ministerien, die Mitarbeit von Gemeinden bis zu jedem Rechtsanwalt und Feuerwehrmann, sowie von allen Verkehrsteilnehmern, ob motorisiert oder nicht.

C’est très bien qu’on se souvienne des soldats morts pour la patrie à l’occasion de la “Journée de Commémoration Nationale”. Mais les victimes d’une autre guerre, la guerre sur nos routes, ont aussi le droit qu’on pense à eux. La journée mondiale du souvenir des victimes de la route, déclarée solennellement en octobre 2005 par les Nations Unies et commémorée chaque troisième dimanche en novembre, est dédiée à tous ceux qui ont péri ou ont été blessés dans ce que le BMJ (Journal Anglais de Médecine) décrit comme la troisième guerre mondiale, une guerre que personne n’a osé déclarer. Surtout les jeunes hommes sont partout dans le monde les premières victimes des guerres. Cependant, pendant une seule journée sur les routes du monde, autant de jeunes hommes meurent que pendant toute une semaine lors des deux premières guerres mondiales.

Les victimes de la route sont trop souvent considérées comme victimes d’”accidents”, ce qui signifie : « un incident qui n’a pas pu être évité, qui échappe à notre contrôle, » ceci ne fait que renforcer leurs souffrances :


Une collision causée par négligence ou inadvertance n’est pas un « accident » ! 1000 personnes sont décédées sur les routes du Grand-Duché depuis 1992, l’année de la création de notre association !

Dans ces 15 ans, nous comptons plus de 15 000 blessés suite aux collisions sur nos routes ! Chaque habitant dans notre pays connaît au moins un proche qui est mort ou qui a été blessé sur la route. Le travail des services de secours doit être honoré par cette journée: le secouriste est également une victime, une victime dite secondaire. Tout comme le policier aussi : la mort sur la route est celle avec laquelle il est le plus souvent confronté.

Brigitte Chaudhry, présidente de la FEVR, Fédération Européenne des Victimes de la Route, a déclaré: « Le but d’une journée commune du souvenir est d’offrir de la solidarité et de l’amitié à tous ceux qui ont vécu le même sort que beaucoup d’entre nous. Nous aimerions aussi attirer l’attention de la population pour cette hémorragie, causée par trop de dangers sur les routes et nous faisons un appel solennel à chacun de collaborer à arrêter ce carnage. « Souviens-toi et réfléchis ! Souviens-toi et réagis ! »

Tel est le message de cette Journée du Souvenir 2007, commémorée dans le monde entier, sur tous les continents : Chaque collision mortelle qui entraîne des blessées graves nous paraît dans l’immédiat comme une tragédie isolée, mais si nous jetons un regard en arrière, nous constatons que chaque collision ne fait qu’apparaître la dimension réelle de cette crise qui ne fait qu’augmenter d’année en année.

Cette journée internationale du souvenir, récemment proclamée par le congrès américain, n’est pas seulement dédiée aux 40 000 milles personnes tuées sur les routes d’ Europe, aux 40 000 tués qui s’y ajoutent chaque année aux Etats-Unis, mais aussi aux 1,2 millions de tués annuellement dans le monde entier ainsi qu’aux 20-50 millions de blessés. Cette épidémie s’aggrave : l’Organisation Mondiale de la Santé (OMS) prédit qu’en 2020 le chiffre des morts dans les collisions sur les routes va dépasser celui des tués par le sida.C’est surtout le cas dans les pays de développement. Ici les accidents ont atteint économiquement un coût qui dépasse de loin toute l’aide en ressources que nous donnons à ces pays. L’insécurité sur les routes est aussi une affaire de justice économique. Surtout, n’oublions pas que chaque statistique cache une tragédie humaine. A nous de surmonter l’ignorance et le fatalisme !

Il est vrai que beaucoup de collisions représentent de vrais désastres, mais nous savons très bien que leurs causes sont systémiques et peuvent être évitées systématiquement, car, ce qu’on peut prévoir est facile à éviter.
